WHAT IS THE HEOA BOOT CAMP?

PNPI’s Higher Education Opportunity Act Boot Camp (Boot Camp) is designed to provide up-and-coming policymakers who currently work in federal higher education policy with a foundational understanding of the majority of titles in the Higher Education Opportunity Act (HEOA). What makes this boot camp different from others? We are focusing on the non–Title IV titles — everything “else” that is in higher ed!

WHY FOCUS ON TITLES OTHER THAN FEDERAL STUDENT AID?

PNPI and many other organizations in town already offer a wide variety of federal student aid briefings and boot camps throughout the year. What’s been missing is a concerted effort to focus in one place, at one time, on the other HEOA titles. Covering these pieces together allows a unique opportunity to consider each title on its own and to consider how each title interacts with federal student aid and other titles.

WHAT DO THESE OTHER TITLES COVER?

Among the many programs and policies covered are teacher quality, Minority Serving Institutions (MSIs), international education, graduate education, the Fund for the Improvement of Postsecondary Education (FIPSE), National Advisory Committee on Institutional Quality and Integrity (NACIQI), and general provisions that include key requirements for the types of institutions that qualify to receive federal student aid. This is not an exhaustive list — much more will be covered!

WHO HAS THE BOOT CAMP BEEN CREATED FOR?

The Boot Camp is designed for individuals who are relatively new to federal higher education policy, who work in nonprofits or government, and who have worked on federal postsecondary issues for five years or less.

WHAT CAN PARTICIPANTS EXPECT TO GET OUT OF THE BOOT CAMP?

Boot Camp participants will receive a thorough overview of Titles I-III and V- VIII of the HEOA.

WHAT DOES THE BOOT CAMP CONSIST OF?

Each session will provide an overview of one to two titles and include discussions about the issues related to the title(s) being taught. Sessions are designed to provide a nonpartisan, education-only forum in which to learn. Sessions are closed-door, off the record, and will be considered social media–free zones to maximize learning and frank discussions.

HOW DO I APPLY TO THE BOOT CAMP?

All applicants must fill out an application for admission, submit a short personal essay explaining how the Boot Camp will support their work, and submit a nomination form from their workplace supervisor. There is no cost to apply for, or participate in, the Boot Camp. Applications are due by 5:00 PM ET on Friday, April 12^th. No late submissions will be considered. Admissions decisions will be made and communicated by Friday, May 3^rd.

HOW DO I KNOW IF I QUALIFY TO APPLY?

All individuals currently working on federal higher education policy issues and who are relatively new to the work (five years or less working on postsecondary issues) and who work in nonprofits or government may apply.

HOW MUCH DOES THE BOOT CAMP COST?

There is no cost to participate in this Boot Camp.

WHEN IS THE BOOT CAMP BEING HELD?

The Boot Camp will meet four times (8:45 AM – 12:00 PM) in June. Session dates are:

WHAT HAPPENS WHEN THE BOOT CAMP ENDS?

Post-event, all participants who have attended at least three sessions will be given continued access to a class Dropbox containing speaker presentations, session materials, and speaker and participant contact information. Participants who have attended all four Boot Camp sessions will be eligible to receive a free digital badge. Issued through the Acclaim platform, badges can be added to participants’ LinkedIn profiles, social media platforms, and shared with employers.
